New Rules for Coaching Centres (2026)

Based on the Guidelines for Regulation of Coaching Centres notified by the Ministry of Education + CCPA enforcement:

What Coaching Centres MUST Do Now:
Transparent fee structure — complete fee breakdown must be shown before enrollment
Pro-rata refund — if student leaves within 30 days, proportional refund is mandatory
No fake rank claims — can only claim students who enrolled in full course (minimum 6 months)
Mental health support — must have counsellor available; no excessive pressure tactics
No guaranteed results — "guaranteed selection" type ads are now illegal
Age-appropriate enrollment — no enrollment of students below Class 9
🚫
What's Now ILLEGAL for Coaching Centres:
❌ Claiming toppers who didn't take their full course
❌ "100% selection", "guaranteed IIT/NEET" type advertisements
❌ Non-refundable fee policies (complete no-refund is illegal)
❌ Publishing student photos/names without written consent
❌ Excessive study hours (more than 5 hours continuous without break)
❌ Threatening/punishing students for poor test performance

Your Rights as a Coaching Student

🛡️
Every Coaching Student Has These Rights:
Right to Refund: Pro-rata refund if you leave within reasonable time. "No refund" policy is against Consumer Protection Act.
Right to Transparent Information: Full fee, faculty details, past results (verified) must be disclosed before enrollment.
Right to Mental Health: Coaching can't force 16-hour study schedules. You have the right to proper breaks, meals, and sleep.
Right to Privacy: Your marks, rank, photo cannot be used in ads without your written consent.
Right to Complain: You can file complaints against coaching centres with CCPA, Consumer Forum, or National Helpline.

How to File a Complaint Against a Coaching Centre

National Consumer Helpline: Call 1915 or visit consumerhelpline.gov.in
CCPA Complaint: Email to ccpa@nic.in with details — coaching name, violation, evidence (screenshots, receipts)
Consumer Forum: File online at edaakhil.nic.in — for claims up to ₹1 crore (District Forum)
Collect Evidence: Save fee receipts, brochures, WhatsApp messages, website screenshots showing misleading claims
📋
Tip: Jab bhi coaching join karein, fee receipt, enrollment form, aur terms & conditions ki copy zaroor rakhein. Yeh complaint file karte waqt evidence ke taur par kaam aayenge.

Red Flags — Coaching Join Karne Se Pehle Check Karein

🚩
In Coaching Centres Se Door Rahein:
🚩 "Guaranteed IIT/NEET selection" ya "100% results" promise kare
🚩 Fee structure clearly na bataye — "office mein aake discuss karein" type approach
🚩 "Fee non-refundable" policy ho — yeh illegal hai
🚩 Har topper ko apna claim kare — verify karein ki student ne actually full course kiya tha
🚩 Demo class na de — quality check kiye bina pressure kare join karne ke liye
🚩 Student reviews online negative hon — Google, Quora, Reddit pe check karein

Frequently Asked Questions (FAQs)

Kya coaching centre mujhe refund dene se refuse kar sakta hai?

Nahi. Consumer Protection Act ke under, "no refund" policy enforceable nahi hai agar service shuru hone ke reasonable time ke andar cancellation ki jaye. Pro-rata refund aapka legal right hai. Refuse kare toh Consumer Forum mein complaint file karein.

Coaching ne meri photo bina permission ke ad mein use ki — kya karein?

Yeh privacy violation hai. Coaching ko written notice do photo hatane ke liye. Agar na hataye toh CCPA mein complaint karein aur Consumer Forum mein damages claim karein. Written consent ke bina photo use karna illegal hai.

Online coaching platforms par bhi yeh rules apply hote hain?

Haan. Online coaching platforms bhi Consumer Protection Act aur E-Commerce Rules ke under aate hain. Misleading ads, fake claims, aur non-refund policies — sab par same rules apply hote hain. CCPA ne online platforms ke khilaf bhi action liya hai.

Complaint file karne mein kitna time lagta hai?

National Consumer Helpline (1915) par immediate complaint register hoti hai. Consumer Forum mein case file karne par 3-6 months mein hearing hoti hai. CCPA mein complaint par 30-60 days mein action expected hai.

Kya CCPA sirf bade coaching centres par action leta hai?

Nahi. CCPA ka jurisdiction har coaching centre par hai — bada ho ya chhota. Local coaching centres ke khilaf bhi complaint file kar sakte hain. District Consumer Forum aur State Consumer Commission bhi effective hain.
